He recalled in January 2005, the Oregon State Department of Revenue completed an extensive evaluation of Lane County’s assessment and taxation functions. He said the study showed that the County had failed to maintain current and accurate property descriptions and ownership records as required by law. He said it has created a backlog of 2,315 tax lots awaiting action as a result of local government revenue losses and has resulted in losses of $4.2 million in 2003/2004. He noted the Department of Revenue had recommended that Lane County increase staffing in the Assessors Department of 4.5 FTE in 2005/2006 and an additional 2 FTE in 2006/2007. He hoped the support from the Department of Revenue would result in corrections in the deficiencies that exist. He suggested the County proceed with the staffing increase recommended, but add an additional 4 FTE to eliminate the backlog.”

From the above information it appears that our Lane County Commissioners knew back in 2005 that there were problems in the tax assessors office. This is another reason to investigate the Lane County Commissioners and how they handle tax money.

More Crime in Lane County

The Oregon Criminal Justice Commission, the agency charged with advising the governor and the legislature on Oregon criminal justice issues, recently completed it's analysis on the growing Lane County crime problem. As your public safety officials have been telling you for years, while crime has been DE-creasing in Portland and Salem, it has been IN-creasing in Eugene-Springfield-Lane.

Check out how your crime and your staffing compares with the rest of Oregon, the most anemic public safety jurisdiction in the west. Lane County is actually closing on Marion County, the gang-infested home of the Oregon State Pen and two other correctional facilities. Unbelievable.

According to Eugene Police, the worst of your crime increase, particularly armed robbery and other violent crime, has occurred over the last year, and the criminal justice commission hasn't reported on that yet.

Schools are closed down to sanatize them from the flu? Who in the hell is coming up with these jacjass ideas. So when the schools are reopened and the next kid that gets the flu are they shut down again and more money wasted. This strain should be called the sheep flu because of the people letting the MEDIA hype this crap up. YES, people die from the flu and yes people die from a million different things, resonable percautions should be exercised but not insane acts to waste money in schools that dont have enough already. There have been more deaths in Mexico where we as tourists joke about not drinking the water and poor sanitation. Guess thats one reason they want to come here. If your child has a weak immune system then keep he or she home. If you are elderly with the same then stay home. Masks do help prevent the contraction of the flu but do aid in preventing the spread. I again blame the media for glorifying headlines to increase viewership for the SHEEP getting out.

swine flu?

about two weeks ago I became really sick. Not like anything I have ever experienced before. It started out as a fever then seemed like a normal cold. I got chills, congested, headaches, and then an extremely bad sore throat and vomiting. After 4-5 days of this i went to urgent care and they tested me for strep but it came up negative. Then they tested me for mono and that also came up negative. They knew something was wrong so even tho i didnt test positive for either of those they gave me antibiotics. Still, i had worsening symptoms for a few more days but after the antibiotics seemed to become better. I am just wondering if i had the swine flu? i know that people can recover from it im wondering if i was one of those people?? I started feeling better about a week before all of this swine flu started hitting the news so im just hoping i didnt have it and spread it to anyone... just wondering if anyone can tell me if i might have gotten it?

In the U.S., an estimated 25–50 million cases of the flu are currently reported each year — leading to 150,000 hospitalizations and 30,000–40,000 deaths yearly. If these figures were to be estimated incorporating the rest of the world, there would be an average of approximately 1 billion cases of flu, around 3–5 million cases of severe illness, and 300,000–500,000 deaths annually.

I don't see anything unusual about the death tolls with the H1N1 strain of influenza.

Schools are being shut down for 1 - 2 cases of flu.
Where is the personal responsibility here? Why is the government being held responsible for our personal actions?

Is the government creating a PANICdemic?

Ridgeview Elementary in Thurston sent home 6 kids last week with flu-like symptoms. None of them, of course, were H1N1. However, as a parent, I'm ticked off. Why do parents send kids to school ill?!?

Private ambulance service

As much as i like the idea of more medic's on the street; I hope that eugene does not go private with ambulance service. They had a private service until the early eighties. that did not end well. They were caught holding the bag with about 24 hours notice. I realize that payment's from insurance are not what they once were but you make provisions in your budget. Do not put all of your egg's in one basket Do not go private in all of your ambulance service. It did not work before and there's a chance it wont again.

Lawn Mowers & Small Gas Engines

I know our news department has covered this story a few times already, but I thought I'd bring it up in the forums (since I just mowed my lawn).

Three lawn mowers in my neighborhood have bit the dust in the past year, and many and blaming the ethanol that is now put in our gasoline. A quick search on Google brought me to this MSNBC story from last August http://www.msnbc.msn.com/id/25936782/.

Are you aware that some gas stations now sell "Clear Premium" gas which is ethanol free? I bought some today for my lawn mower at the Jasper Market, and I have heard that Mathers Market up the McKenzie Hwy also sells it.

I spoke with the gas station attendant and she told me they get a lot of people asking for the Clear Premium when the weather is nice. She also said they are allowed to put it in gas cans, in motorcycles, and in boats, but are not allowed to put it into cars/trucks.

It cost me about $2.99 a gallon, but is worth it if it doesn't ruin my lawn mower. Any one know of other gas stations that sell it (perhaps they all do and I'm just ignorant)?

sex predator who was released

I saw the bulletin about the sex predator who was released from Lane County penal institution and released with parole, however he ran away and is out in the public somewhere.

I feel that IF the media would include important data such as height, weight, scars, tattoos, birthdate and birth place, it might make it easier for the public to watch out for him and other’s who have walked away from our “negligently" underfunded law enforcement system of Lane County.

Also, a simple tracking device might be helpful before they ever leave the cover of law. An embedded chip that triggers road cams and ATM's would be very useful.

What Martin Luther King Day in Lane County Oregon means to me. In 2006 my wife and I were living in Federally Subsidized housing, our landlord started shooting at us with a shot-gun. He shot at us 14 times over a 10 day period. We called 911 twice. The first time the Lane County Deputy went to the landlord’s house, we could hear her laughing. Nothing was done. The next time we called 911, the shot-gin blasts are recorded on the 911 tape, the incident was recorded on video tape where you can hear the blast and the pellets hitting the house, the landlord again told Lane County deputies that he wasn’t shooting in our direction. The deputy told him, “I saw the tape and you can plainly hear the pellets hitting the house.” http://www.youtube.com/watch?v=nQQ4ystsAWo The landlord’s lawyer sent us an e-mail stating that his client did shoot at us but “couldn’t conceive that it would reach us.” The Lane County D. A. has the case open but refuses to prosecute. The FBI was asked to look into this but did nothing in 2006. I asked the Eugene Oregon branch of the FBI to look into it in 2008. I called them back 2 weeks later; they said they had done nothing. I called them again 1 week ago. They said they would look into it. In my opinion Lane County Oregon has not progressed in Civil Rights at all in the last 100 years. I have contacted every news organization in Oregon, not one has had the decency to mention that in the 21^st century it is considered OK to shoot at minority tenants if you have the proper connections. To add insult to injury I was told that if our landlord had been shooting at wild turkeys they would have fined him. We came seeking peace and solitude, we were shot at. We sought protection, we were laughed at. We sought justice, we heard silence.

"Foundation Imagination" and funding

With the terrible budget shortfall at the state level, we can look forward to tragic cuts to education, the full range of social services and public safety, none of which can afford to be cut.

Our higher education system is mediocre and struggling for funding. The Oregon Health Plan, Disability Services, and a wide variety of critical services effecting infants and youth are going to be hacked up by the legislature, because there is no money. That means cuts to disability services, WIC, juvenile services, mental health, the state police, DHS -- and the list goes on. We're all going to suffer, but the ones who will undoubtedly suffer most, and most unfairly, are the very young and very old, the two groups who can't possible take care of themselves and for whom we have an absolute responsibility.

In the coming months and years even more burden will be shouldered by the food banks, homeless shelters, missions, and other non-profits who help do what used to be done by churches and governments (federal, state and local).

This is not the time to indulge silly fantasies designed to discredit the non-profits that take care of needy children and adults. (Birth to three, Lookingglass, Relief Nursery, KidsFirst, Committed Partners for Youth, CASA, Food for Lane County, Pearl Buck, etc, et) These programs have become a critical part of our community safety net for developmentally delayed, drugged, abused, abandoned, starving, homeless kids and their parents.

There is one individual who ranted under the screen name of "Foundation Trilogy" for years. Like the mentally ill woman who has nothing nice to say about anybody, Mr. "Trilogy" has nothing nice to say about county commissioners, non-profits, city council members, law enforcement agents or other government employees. Taken together his prose says two things: "The government is out to get me, and the government is corrupt is its support of non-profits". This nonsense was taken to federal court and, as many members here predicted, it was promptly thrown out as frivolous. Now we're hearing the same nonsense under a different screen name or two. Apparently, he's got access to more than one computer. Please do not keep bouncing the nonsense to the surface by responding to it. He will eventually get tired of responding to himself. He did last time.

We all know how awful it is to kick a person when he's down. Now imagine what kind of person makes up lies about conspiracies in non-profits to kill their funding just when people need their help most. It's despicable. Please, give it a rest. Try helping people for a switch. It will melt your heart.

I hope you do not feel that the whole community believes the police to be at fault in this matter. It is obvious to me that Officer Trotter had no other recourse with the given situation. I know that police officers are doing a tough job and the lack of funding and appreciation only makes the job harder. I am sure that Officer Trotter has been emotionally distraught after being forced to take a human life. I am glad he was given an award for performing his duty as trained and that no one was injured by the 19 year old assailant. I could not do your job and am grateful that there are those that are willing to serve in that capacity. You risk your lives to protect others despite the comparatively meager pay considering the dangers involved. Many appreciate your valiant efforts despite the grievances of a misguided few. Please keep in mind that blaming others for Ryan Salisbury’s mistakes is their way of dealing with their grief. It prevents the memory of their loved one from becoming tainted. Thank you for all you do and keep up the good work.

A very well educated woman, who is also obviously quite mentally ill, landed here in Eugene a few years ago and set about spreading as much misery as possible. She spends her disability income pestering public officials of every variety: from football coach to university president, city mayor to DA, sheriff to city council member or city attorney or whomever. They're all fair game to her, no matter how much tripe this woman has to invent. It's terribly sad, and the public officials have learned to just ignore her, but I suspect she still hurts plenty of people who haven't learned about her and the way she interacts with the world.

I suspect this woman is the principal antagonist on the Ryan Salisbury story, not the people who actually knew and loved Ryan. The family was involved in that investigation from beginning to end and had nothing but kind things to say about the way the DA and the police investigated the tragedy... The RG reported the father's flattering description of the way the whole thing was managed. This ill woman obviously has no idea what she's talking about: no personal knowledge, no relevant expertise, no research, nothing but misery to share. I don't even think she lived here back then, but she makes a point of injecting herself into every painful incident she can find. No doubt we'll hear from her on the west Eugene fatal car accident that killed four. I've seen her recorded at at least two televised government meetings (City Council?), and she's lecturing the world about something, and she's always rude, inappropriate and overtly disrespectful. As somebody else said, she's like an angry Harpo Marx, and she feeds on the misery of others. On top of everything else she's now claiming to be a Diane Downs expert and claiming Downs is innocent. Before that she was saying awful things about Kitty Piercy -- just about the kindest woman on the planet. Apparently this woman is also violent, as I read she was convicted of assaulting another woman recently. It's terribly sad, really -- another good argument for improved mental health funding, as she probably wouldn't be so unpleasant, or so violent, if she was properly medicated.

Anyway, outonalimb, thanks for putting that old incident in the proper light.

OLCC NEEDS TO GO

With the news of the olcc threatening to cut hours, employees and raise liquor prices. I think its time they get out of the liquor selling trade and let it be sold as it is by most staes. This would bring the cost down through competition by the stores. Its a win for people who consume it as well as people who sell it. Olcc can use there resources for enforcement of underage buying and selling and the serving of alcohol to people who are over the limit. How much revenue is lost by people buying there alcohol across state lines where it is lot cheaper.

Why does Oregon need to raise the beer tax to fund addiction treatment? Could it be that the treatment centers are actually “not for profit organizations” and not State of Oregon agencies? Are they raising taxes permanently to keep paying salaries to self appointed “not for profit” employees with no oversight or control by anyone except the county commissioners? I heard on KMTR 16 that the County DA is complaining to Senator Wyden that the secure schools fund money is not going to public safety. What about the “forest projects” that they are funding with 50% of those funds? Is anyone looking at Faye Stewart on the 3 or 4 watershed committees he was appointed to and what his plans are for part of the $85 billion in recently passed stimulus package funds? Who is he having write the “grants” to capture those funds and who will benefit from those funds?

Now this is a unreal waste of city money..and that should seal the deal with Kitty Piercy..she is worthless as well as the rest of her gang of idiots..Time for Jim to get in there and straighten it back out.

why would the city for one, take that kind of money to build a gym for city employees when there is alot of other places they can use that..? since when does the city compete with local business to provide for there employees..a gym that most wont use..if they didnt before they wont now..but hey its free..yea to them, not to us.

Whats next ..maybe we need to pay the employees time and a half to use it? hey now there is a great waste of money!

better yet lets close some offices and services, and maybe sell off some equipment and build more worthless stuff.

Just letting everyone know. If you can attend, please come. Very important to let the commissioners know that cutting the sheriff's department for the lack of "timber dollars" and not reinstating those cut funds 3 months later, when they had the funds, is UNACCEPTABLE!!! The cuts would not have been made, had the funds come in 3 months prior, how can it be considered okay to leave things this way now? Even the state is making "across the board" cuts, not just gutting the state police department.

Safety is pretty easy to define for most county residents. Knowing that if a crime is commited against you that the criminal will have to face punishment. Right now, they don't, and the criminals count on it.

Regardless of your position, here is the time and place to make your voice heard, please pass on the information. It is also posted on the lanecounty.org website.

I know Lane County government issues are important to members on the forum. Just wondering what you all think of the latest news. Doesn't sound good to me.

The Lane County Jail is reducing its inmate population because of an unexpected cut in federal funding.

Personally, I'm getting tired of the county having to slash all the services, and our representatives having to go beg uncle Sam every year. This being an election year, and Oregon being a crucial late primary, the Senate and House controlled by the Dems, you would think either Hillary or Barack would step up and get a bill passed. Preferably one that would last more than a single year.

Am I wrong?
